Formation of a model of public management in the framework of institutional competence approach on the example of Sverdlovsk region
Abstract
The processes of the implementation of the competence approach onto the practice of formation of labor resources are forming the actual problem of structural changes in the institutional model of public administration in this area. The author’s original hypothesis of creating an institutional model of public administration as a system-creating backbone is held to imply the use of specific mechanisms of reducing the impact of institutional barriers and filters on the system of formation and implementation of professional competencies.
