Institutionalization of the shadow economy in the labor market in Russia

Abstract

If shadow economy becomes widespread, it causes serious problems in the country’s economy. Quite often the «shadowization» of the economy is generated by the actions of the state itself. The article examines the impact of tax policy on the existence of informal employment and the institutionalization of shadow labor relations. It shows the problems that are growing with the maintenance of the existing situation in the labor market, and concludes that without a serious change in its own policy, it will be difficult for the state to get out of the institutional trap.
