Theoretical aspects of the PPP-mechanism

Abstract

Questions of mutual relation between the state and business are always in the center of steadfast attention of any modern democratic lawful state. As a form of cooperation between the state and business more often playes the PPP. In given article it is examining the concept of PPP and the mechanisms of its realization in the world practice and in Russia, and analyzing its weak and strengths. The principal cause of «incorrect» functioning of PPP-mechanism is the imperfection of standard-legislative base, and the incompetence of the administrative personnel responsible for realization PPP-projects. Authors come to a conclusion that barriers overcoming in PPP-mechanisms functioning, will promote formation and PPP-mechanism development.
