Innovative Conglomerates in the Regional Economy

Abstract

The article examines the phenomenon of innovative conglomerates as a new organizational and economic form
capable of becoming a driver of sustainable and technologically oriented development of the regional economy in Russia. An
interdisciplinary theoretical and methodological approach is proposed, based on the synthesis of strategic management, cluster and network economics, ecosystem theory, and innovation development concepts. The concept of an innovative conglomerate and its differences from clusters, holdings, and technology parks are substantiated. A structural and functional analysis
of innovative conglomerates is carried out, revealing their architecture, functions, linkages, and outcomes. Based on empirical
data, the types and geography of the formation of such structures in Russian regions are analyzed, and institutional barriers
and limitations to their development are identified. The role of innovative conglomerates in ensuring the economic, social,
environmental, and cognitive sustainability of regions is emphasized. The article concludes that innovative conglomerates
should be institutionalized and included among the instruments of state innovation policy
