Tax shifting effects as the tools of tax policy regulation

Abstract

This article is devoted to studying the phenomenon of tax shifting as a composite economic category. The stages of the shifting theory development are briefly considered. An economic substantiation of the real effect resulted by the process of shifting taxes to non-taxpayers is given in the article. The influence of the ratio of supply and demand curves on taxpayers’ behavior is studied.
