Intellectual resources as the basis of developing knowledge economy

Abstract

In the article is discussed the role and functions of the intellectual society elite. In the study, research was carried out to identify the social and economic factors that determine the favorability of the environment in which the intellectual elite operates and develops. The features of geographical dispersal, concentration and distribution of intellectual potential in Russia were also analyzed. As a result, regions with a high level of development of science and education were identified: Moscow and the Moscow region, St. Petersburg, Novosibirsk and Tomsk. Centers of high concentration of the intellectual elite can also be considered Krasnoyarsk, Rostov-on-Don, Yekaterinburg, Samara and Krasnodar.
