Evaluation of the problem of territorial capitalization

Abstract

The article analyzes the impact of globalization on the conditions of capitalization of territorial resources. The conditions and growth factors of capitalization of regional resources are identified, and an attempt is made to determine them within the System of National Accounts. On this basis, integral capitalization levels of the regions of Southern Russia are calculated. The authors conclude that the underdevelopment of vertical and horizontal economic integration processes in the regions, as well as the low level of capitalization of labor resources, lead to a significant underutilization of relatively high-quality labor resources and to a low level of capitalization of other local resources. To increase the capitalization of resources in Southern Russia, it is necessary to create favorable conditions for the development of social infrastructure and an institutional environment supporting regional resource capitalization.
