В статье рассмотрены вопросы, связанные с исследованием институциональных характеристик предпринимательской среды в контексте развития малого и среднего бизнеса. Определены основные проблемы функционирования нормативных и когнитивных институтов с позиции текущего периода развития предпринимательства, а также с учетом положений развития бизнеса в советский и постсоветский периоды. Выявлено, что действующие институциональные структуры не исполняют в должной мере свои функции по стимулированию развития малого предпринимательства, предложены возможные пути решения этой проблемы.
The article deals with the issues related to the study of the institutional characteristics of the business environment in the context of the development of small and medium businesses. The main problems of the functioning of regulatory and cognitive institutions from the standpoint of the current period of entrepreneurship development, as well as taking into account the provisions of business development in the Soviet and post-Soviet periods are defined. It was revealed that the existing institutional structures do not adequately fulfill their functions in stimulating the development of small business, possible problem solutions are suggested.
