Для разработки, финансирования, строительства и эксплуатации инфраструктурных проектов, а также для решения бюджетных проблем в мировой практике активно используется механизм государственно-частного партнерства (ГЧП). В статье определены общие характеристики механизма ГЧП, его преимущества для реализации инфраструктурных проектов, факторы, определяющие его эффективность. На примере ряда стран рассмотрены отдельные инициативы по развитию ГЧП в целях привлечения инвестиций в инфраструктуру. Расширение практики использования ГЧП возможно за счет внедрения в проекты ГЧП возвратного налогового финансирования (TIF).

The mechanism of public-private partnership (PPP) is actively used in the world practice for design, finance, build, and operate infrastructure projects, as well as for solving budget constraints. The article defines the general characteristics of the PPP mechanism, its advantages for the implementation of infrastructure projects, the factors determining its effectiveness. Individual PPP development initiatives to attract investment in infrastructure were considered on the example of a number of countries. The expansion of the use of PPP is possible through the introduction of tax increment financing (TIF) into PPP projects.
